RDOS advances temporary holding tank bylaw for Vintage Views Wastewater System

The Regional District of Okanagan-Similkameen (RDOS) has reached an important milestone in the transition and management of the Vintage Views Wastewater System. The Province of British Columbia has approved the transfer of Municipal Wastewater Regulation Registration No. 17170 to the RDOS, completing the last piece of the acquisition for the Vintage Views Wastewater System. 

The registration transfer formally establishes the RDOS as the registrant responsible for the discharge authorization for the wastewater treatment plant. With the transfer now complete, it is anticipated that the Province will proceed shortly with cancelling the Pollution Prevention Order (PPO) associated with the previous private owner of the system. 

The removal of the PPO does not change the required upgrades necessary before new connections can be made to the wastewater system. In an effort to support the residents unable to build on their vacant lots, the Board of Directors has given three readings to a bylaw that would allow temporary holding tanks for properties within the Vintage Views Wastewater System Service Area while wastewater system upgrades are completed.

The bylaw would provide an interim option for property owners wishing to proceed with development prior to additional capacity being available to treat wastewater from the new residence.

Under the proposed bylaw, property owners would be required to follow the provincial process for a holding tank permit. Holding tanks would be temporary and removed following connection to the community system. It is anticipated that the bylaw will return to the Board on August 6, 2026, for adoption.

The RDOS will continue to work with provincial regulators, Interior Health, and affected property owners to support safe, environmentally responsible wastewater management and to communicate updates as they become available.
