Regional Reflections 2022 budget overview

The current version of the Regional District of Okanagan-Similkameen (RDOS) 2022 draft budget will be presented on Friday, November 19 during the Special Corporate Services Committee meeting. The initial draft budget was presented on Friday, November 5, 2021. If required, an additional Special Corporate Services meeting will be held on Friday, December 3, 2021. The meetings are being held at the Penticton Lakeside Resort and can be viewed on the RDOS YouTube channel. The 2022 draft budget is subject to change prior to being adopted.

2022 marks the first year capital and operating expenses are divided into two separate budgets. This step creates a baseline budget to ensure operating expenses are consistent. RDOS Manager of Finance Jim Zaffino introduced a recommendation to the Board that no capital projects are to be funded directly from taxes. In addition, non-market growth numbers are being included to allow Board to determine how excess tax revenue is used during the year.

“The 2022 Budget Bylaw will be a more detailed document,” says Zaffino. “The RDOS Finance Department will continue producing a material variance report which will help quickly identify major changes to the operational budget.” In addition, RDOS managers are now required to complete a detailed request form including information about why capital expenditures are required for 2022. RDOS staff are also required to produce up to a five-year capital plan with funding information.

The first reading of the Budget Bylaw is scheduled for Thursday, January 6, 2022, during the regular RDOS Board meeting. Public consultation will take place throughout January and February 2022. Provincial legislation requires the Budget Bylaw to be adopted by March 31, 2022.
