November 2016 Feedback Survey Results

The RDOS sent out 375 surveys and received back 147 surveys. Results of question asked below:

The above Feedback Survey results were collected from the residents when asked about a domestic water system for the community of Tulameen. 
We found from the comments submitted and the Yes votes that residents showed more interest for a fire protection system more so than a domestic water system.

November 29, 2016 Tulameen Public Information Meeting - Proposed Fire Flow and Water Distribution System Meeting

A Public Information Meeting was held at the Tulameen Community Hall on November 29, 2016 where RDOS staff, engineering consultants and Area H Director, Bob Coyne, discussed a proposed Tulameen Water Distribution System. The intent of the preliminary informal meeting was for the Electoral Area Director to be able to gauge the interest from property owners for a proposed establishment of a Local Service Area for the purpose of installing a Tulameen Community Water System to deliver fire protection and potable water to the community. The meeting was very well attended by local residents and several property owners who travelled as far away as the Lower Mainland and Lake Country.

Several informational story boards were showcased that outlined the preliminary engineered design of the water system. Additionally, a suggested phased approach for the installation of the infrastructure and preliminary costs attributed to each phase was identified. A subsequent effect of annual costs to the property owners was also noted for these phases.

The project is at the infancy stage of discussion. The next step, with Director approval, would be to perform a hydrological study, a detailed design of the community water system with attributable potential costs to the property owners and communicate these findings back to the community. The timeline for the next Informational Public Meeting would be in the Spring/Summer of 2017 when the majority of the property owners are in the area to attend.

" I would like to thank all the people from Tulameen that attended the Public Information Meeting. I was very pleased to see the number of people that attended, some came from the coast, the Okanagan and lots of locals.

There were lots of positive comments and lots of questions. We did our best to answer as many questions as possible. There were questions we couldn't answer as this project is just in the early planning stages. We had two engineers involved on hand to answer questions and explain how the system could be built.

Please fill in your survey and add any comments or concerns you may have and send it in to the Regional District of Okanagan-Similkameen, info@rdos.bc.ca. This is very important as this is how we are going to gauge the community interest in the proposal.

The proposed water system would provide domestic and fire suppression service for the Community of Tulameen. Proposed works are illustrated on Figure 2 and would comprise:

  • Water supply from drilled wells located at the south-western extents of the community.
  • A reservoir on the hillside area on the west side of the community.  The reservoir would be sized for balancing storage during peak demand periods and fire protection.
  • Looped water distribution system comprising 150mm and 200mm water mains with hydrants spaced consistent with accepted municipal standards.

A phased construction plan has been proposed for this project.  Ideally, sufficient funds would be available to construct a water supply well, a reservoir and the water distribution system in the community core area. Infrastructure assistance programs could then be targeted to assist with build-out of the full water system after the initial phase has been completed.  The current phased plan for this project is described as follows:

 

Phase 1 – Water Supply Wells and Community Core Area Water Distribution System

Components are illustrated in red on Figure 2 and would comprise:

  • Water supply wells located on crown land near the Tulameen River at the south-western extents of the community.  To supply the design maximum day demand, two wells each having a capacity of 15.6 L/sec (250 USgpm) are proposed.
  • A water treatment building having a footprint area of about 20m² (200 ft²) enclosing hypo chlorination system, flow meter, electrical for the pumps and controls.
  • Assuming that Phase 1 of the water system may not include the reservoir, hydro pneumatic tanks to control the pumps would be provided in the water treatment building.
  • The water distribution system comprises 380m of 150mm main from the proposed well site to Third Street, 200m of 250mm main on Third Street to Otter Avenue, and 210m of 200mm water main on Otter Avenue terminating in a fire hydrant at the fire hall.  To the greatest extent practical, distribution mains would be located in boulevard area to minimize asphalt restoration requirements.
  • The water distribution system would provide service to about 38 properties including the service station, library, community hall, motel and the fire hall.
    Without a reservoir, Phase 1 of the water system would have the capability of providing fire flow of about 25 L/sec (400 USgpm) representing the combined capacity of the two proposed well pumps. This level of fire flow is not consistent with FUS guidelines, but would provide the community fire department with a reliable water source for fire suppression purposes except in the event of a power failure.

Phase 2 – Water Reservoir and Supply Main

No topographic information is available for the reservoir sites therefore the location as shown in Figure 2 is approximate.  Components of Phase 2 are illustrated in green on this figure and would comprise:

  • reservoir having a capacity of 710m3 (190,000 USgallons).
  • reservoir appurtenance including level controls, provisions for a mixer, drain, overflow, fencing, etc.  The reservoir appurtenances would be subfed from water treatment building.
  • 150mm dedicated water supply main to the reservoir and a 250mm supply main from the reservoir to the community.  The dedicated supply main offers the flexibility to provide disinfection with contact time should bacteria or virus become an issue in the groundwater.

Phase 3 – Water Distribution System

Phase 3 is shown in Figure 2 as the remainder of the water distribution system.  While designated as Phase 3, the water distribution system could be built in multiple phases as available capital funds permit. Components for this phase are illustrated in blue on Figure 2.
