The Regional District of Okanagan-Similkameen (RDOS) is conducting alternative approval processes (AAP) for four separate bylaws in the region. An AAP enables local governments to directly engage eligible voters about a proposed bylaw intended to undertake long-term borrowing, a boundary extension, establish a new regional district service, or other matters requiring elector approval.

Holding an AAP allows local governments to obtain public opinion at a lower short-term cost than by conducting assent voting, such as a referendum. Also, fewer staff resources are needed to conduct an AAP.

Current AAP Projects:

  • Hedley Parks Maintenance Cost Contribution Service Establishment Bylaw No. 2960, 2022. If approved, this proposal would create a service to contribute funds towards the maintenance of parks and recreational spaces in Hedley.
  • West Bench Soil Deposition Service Establishment Bylaw No. 2966, 2022. If approved, this proposal would create a service to control the removal or deposition of soil in the Greater West Bench area.
  • Naramata Fire Truck Loan Authorization Bylaw No. 2964, 2022. If approved, this proposal would authorize the Naramata fire service area to borrow up to $400,000 for the purchase of two fire trucks for the Naramata Fire Department.
  • Mosquito Control Service Establishment Amendment Bylaw No. 2962, 2022. If approved, this proposal would change the method of cost recovery for the mosquito control service for the residents of Electoral Areas “A” to “I” (excluding Electoral Area “E”) and the municipalities of Penticton, Oliver, Osoyoos, and Summerland.

Registering your support: If you support the adoption of the bylaw, you do not need to do anything.

Registering your objection: If you object to the adoption of the bylaw, sign an Elector Response Form and submit (with original signature) to the RDOS office before the deadline of July 15, 2022, at 4:30 pm.

If 10% percent of the qualified electors object to the adoption of the bylaw, the RDOS Board of Directors cannot adopt the bylaw without going to a referendum.
