Alternative Approval Process for Oliver and District Arena Loan Authorization

The Regional District of Okanagan-Similkameen (RDOS) is undertaking an Alternative Approval Process (AAP) for a loan authorization in the amount of up to $400,000. The funds will support capital projects that have been identified as key components of the Oliver and District Arena that are failing and have reached the end of service life.

Through a service agreement, Oliver Parks and Recreation Society operates the Oliver and District Arena on behalf of the RDOS which owns the asset. Residents from the Town of Oliver and Electoral Area C fund the operation and maintenance of this facility.

The facility is also not barrier-free compliant and requires several upgrades to washrooms, dressing rooms, entrances and viewing areas to meet accessibility standards. Bleachers, stairs and handrails also do not meet current safety and fire regulations.

An AAP is a form of approval from eligible voters indicating whether they are against a local government proposal moving forward. In order to prevent a local government from proceeding with a proposed initiative, the AAP requires that 10% or more of eligible voters sign and submit an opposition form. No action is required from those in support of the proposal. If the eligible percentage of voters oppose the project, the local government may either proceed to assent voting (referendum) within 80 days, or the matter may be put on hold to consider alternatives to the proposed action.
