Bylaw No. 2603, 2013, East Skaha, Vaseux Official Community Plan Bylaw will be going forward to First and Second Reading on July 4, 2013. The report and links are available on the RDOS website under 'agenda/minutes' (July 4, 2013).
Thank you to everyone who has participated in the process! Your input has been valuable to shape the objectives and policies that are not part of the new Official Community Plan.
The first draft of the updated Electoral Area 'D-2' East Skaha, Vaseux Official Community Plan is now available for community consultation. The RDOS is seeking feedback from all Electoral Area D-2 residents to help form the final version of the OCP.

How can you provide feedback:
Residents of Okanagan Falls, Skaha Estates, Heritage Hills, Upper Carmi, Vaseux and other areas in D-2 are strongly encouraged to provide their feedback by attending the upcoming open house or by filling out the online survey, dropping by one of the community information sessions happening around the area, or by dropping off the survey at the RDOS office.

The Regional District of Okanagan-Similkameen (RDOS) has initiated the review and update of the East Skaha, Vasseux Official Community Plan (OCP) for Electoral Area 'D-2'. The plan process will be conducted in accordance with the Local Government Act which specifies purpose, required content, and adoption procedures of the OCPs.
The current OCP was originally adopted in 1996 and since then there have been a number of changes to the plan, to Provincial legislation and to the development of a Regional Growth Strategy all of which need to be reflected with the OCP. In 2008, the OCP bylaw was reformatted and updated but without any substantive changes to the original OCP.
One of the desired outcomes of this Plan process is an OCP document that is accepted by the community, adopted by the Board, and will have a positive social, economic, and environmental impact on how the area grows and changes over time.
What is an Official Community Plan?
An Official Community Plan (OCP) is the vision a community has for its future. It contains goals and policies that will shape future land use in a way that reflects the community's vision. These goals and policies form a framework used by the Regional District staff, other agencies and the community to guide their decisions about future land use.
Under the Local Government Act, an OCP must include certain information, such as:
- Residential development;
- Commercial, industrial, and industrial land uses;
- Land subject to hazardous conditions or environmentally sensitve to development;
- Major road, sewer and water systems;
- Housing policies related to affordable housing, rental housing, and special needs housing;
- Public facilities, including schools, parks, and waste treatment and disposal sites; and
- Greenhouse gas emission policies, targets, and actions.
Beyond this, an OCP may also consider other community priorities be it heritage protection, food security, water quality, economic development or transporation and mobility.
Area D-2 Citizen's Committee
The following people have been appointed by the RDOS Board to act as the community advisory group. The Committee will be the ‘eyes and ears’ of the community and provide input into the process developing an updated OCP.

Background Report - January 2012
Phase One of the OCP Review process began in the Fall of 2011 is now complete. The purpose of the Background Report is to provide background information, including existing conditions, issues, trends and priorities in Area d-2, in order to update the OCP. The background report also includes a summary of the public consultation that took place for Phase One (Open Houses, online survey, and teh 'pizza night' workbooks). The report and information contained in it will provide guidance and direction for Phase Two fo the OCP update.
November 2011 Open House Survey
Thank you to everyone that attended the open houses on November 1 and November 2, 2011. During this time, residents were asked to fill out a survey while reviewing the information panels set up in the room. Many people requested that they wanted to bring the survey home and fill it in at their leisure. To encourage even more residents to fill out this issue based survey and to assist those that took it home, we now have both the survey online and the information panels available.
Completed surveys can be dropped off at the RDOS office or emailed to firstname.lastname@example.org.

For the month of November 2011 - Workbooks and Pizza!
Let RDOS pay for your dinner! Residents of Electoral Area 'D-2' are encouraged to invite friends and neighbours over and complete an issue based workbook that focusses discussion on the vision and future of the area. For the month of November, RDOS will reimburse the cost of dinner up to $30 when a completed workbook is returned along with a receipt and proof of residency.
