Electoral Area "D" - Official Community Plan Review

The history of the Bylaw adoption process is as follows:

1st & 2nd Reading

At its meeting of July 4, 2013, the Regional District Board approved first and second reading of the Draft Electoral Area ‘D-2” Official Community Plan Bylaw No. 2603, 2013. The Bylaw was amended and re-read on August 1, 2013.

Public Hearing

In accordance with the requirements of the Local Government Act, a Public Hearing to consider the Electoral Area ‘D-2’ Official Community Plan Bylaw 2603, 2013 was held on August 12, 2013.  The public hearing was held at the OK Falls Community Centre.

3rd Reading

At its meeting of September 5, 2013, the Regional District Board considered the minutes of the Public Hearing held on Aug. 12, 2013 and approved third reading of the Draft Electoral Area ‘D-2” Official Community Plan Bylaw No. 2603, 2013.

The Bylaw was approved by the Minister of Community, Sport and Cultural Development on February 12, 2014.

Adoption

At its meeting of March 6, 2014, the Regional District Board adopted Electoral Area ‘D-2” Official Community Plan Bylaw No. 2603, 2013.

Background

The Regional District of Okanagan-Similkameen (RDOS) has initiated the review and update of the East Skaha, Vasseux Official Community Plan (OCP) for Electoral Area 'D-2'.  The plan process will be conducted in accordance with the Local Government Act which specifies purpose, required content, and adoption procedures of the OCPs.

The current OCP was originally adopted in 1996 and since then there have been a number of changes to the plan, to Provincial legislation and to the development of a Regional Growth Strategy all of which need to be reflected with the OCP.  In 2008, the OCP bylaw was reformatted and updated but without any substantive changes to the original OCP.

One of the desired outcomes of this Plan process is an OCP document that is accepted by the community, adopted by the Board, and will have a positive social, economic, and environmental impact on how the area grows and changes over time.

Area D-2 Citizen's Committee

Residents from the Area D-2 community were appointed to a Citizen's Committee.  This Committee represented the community and assisted with defining objectives and policies of the draft OCP.

Background Report - January 2012

Phase One of the OCP Review process began in the Fall of 2011 is now complete.  The purpose of the Background Report is to provide background information, including existing conditions, issues, trends and priorities in Area d-2, in order to update the OCP.  The background report also includes a summary of the public consultation that took place for Phase One (Open Houses, online survey, and teh 'pizza night' workbooks).  The report and information contained in it will provide guidance and direction for Phase Two fo the OCP update.
